The manufacturer shall certify that his seat complies with this specification. The purchaser may inspect or make tests to cover acceptance or rejection of the seat and all appurtenances. Such tests and inspection shall be made at the expense of the purchaser and no later than sixty (60) days after receipt of the product

Seats, which fail to conform to the requirements of this specification, shall be rejected. Material which allows injurious defects subsequent to its original inspection and acceptance will be rejected and the manufacturer will be notified.
